Melt butter and add the flour. Cook for a minute and add the milk.

Once thickened, add in the parmesan cheese and eggs.

Saute onion and garlic. Add tomato paste and ground beef.

Add in the spices and canned tomatoes. Add some water and a bay leaf. Let the sauce cook.

Add parmesan, eggs and parsley to cooked pasta (penne or pastitsio pasta). Mix to combine.

Transfer the pasta into a baking pan and top with the meat sauce.

Top the meat sauce with the bechamel sauce and sprinkle with more parmesan.

Bake the pasta in the oven for 45 minutes until the top is golden.

Let cool for 10 minutes, then slice and serve.
