Step 1: Sear the beef
Season the beef with salt and pepper, then sear in batches until browned on all sides. Remove and set aside.
Step 2: Prepare the base
Sear the shallot in olive oil for a minute, then add garlic, tomato paste, and spices. Add the browned beef and red wine, stirring to deglaze the pot.
Step 3: Cook the stew
Add chopped tomatoes and enough water to barely cover the beef. Bring to a simmer, cover, and cook for 2 hours until the beef is very tender. Serve with rice, bread, or mashed potatoes.
